Tropical Storm Franklin forms in the Atlantic Ocean

The National Hurricane Center is now tracking Tropical Storm Franklin, which formed Sunday. According to the NHC, Franklin is located about 270 miles southwest of San Juan, Puerto Rico and has maximum sustained winds of 45 mph. Franklin is moving west-northwest at 14 mph.
