Jens Stoltenberg, the former secretary general of NATO, said the use of North Korean forces in the war in Ukraine was a “radical escalation”. “North Korea has already supplied Russia with a lot of munitions. So we see how closely Russia and North Korea are connected.”

“What we do is our business”

Russian President Vladimir Putin has not ruled out sending North Korean troops to Russia. “Russia has never doubted that the Democratic People’s Republic of Korea is serious about cooperation with Russia, and we are working with our North Korean friends,” he said. “What we do is our business.”

Putin also said he welcomed “genuine” statements by Republican presidential candidate Donald Trump that he was ready to end the conflict in Ukraine. Peace with Ukraine must be based on “truths” on the battlefield in Ukraine, where the Russian military controls about 20 percent of the territory, he said.

The EU now wants to discuss possible reactions to the latest developments with international partners. However, with already long-standing sanctions against North Korea, the scope for action is limited.
